The ubiquitous digital technology we all use every day is entirely reliant on an ongoing global commitment to advancing innovation, research, and practical applications in computers and electrical engineering.
This volume presents the proceedings of ICCEE 2025, the 18th International Conference on Computer and Electrical Engineering, held as a hybrid event from 20 to 22 June 2025, in the city-state of Singapore. The ICCEE conferences provide a platform for scholars, engineers, and industry professionals to exchange knowledge, share cutting-edge developments, and explore emerging technologies in computer science and electrical engineering, strengthening international cooperation and academic exchange. A total of 98 submissions were received for the conference, and after a rigorous peer review process, 57 papers were accepted for presentation at the conference. Of these, 28 high-quality papers were selected for publication in these proceedings. These papers cover a wide range of current and relevant topics, and are divided into 7 sections: Mobile Communication and Signal Analysis; Intelligent Image Analysis and Virtual Technology; Software Design and Data Computation; Innovative Application of AI in Intelligent Information Systems; Digital Image Recognition and Intelligent Detection Technology; Stable Operation of Power Equipment and Digital Twin Health Assessment System Based on Data Fusion; and Modern Power Electronics, Power Systems and Control Technology.
