In previous decades, governments managed emergencies through hierarchical coordination and manual data processing. Today, however, the response of the modern state to crisis is being reshaped by the rapid integration of digital infrastructure and artificial intelligence. This volume presents papers and workshop reports from the NATO Science for Peace and Security (SPS) Advanced Research Workshop (ARW) held in September 2024 in Varna, Bulgaria. The workshop examined how governments are reorganizing themselves around new informational architectures and how digital and AI-enabled systems are redefining the operational fabric of crisis governance. The central theme of this publication is transformation: how the operational modalities of the state evolve when digital and algorithmic systems become embedded in its functions. It offers insights for policymakers, researchers, and practitioners engaged in crisis management, public administration, and resilience planning in the digital age.
