Russia’s aggressive behavior and hybrid warfare tactics are confronting Europe with the urgent need to develop comprehensive approaches to resilience and deterrence which transcend traditional military perspectives.
This publication presents a selection of revised peer-reviewed contributions delivered at the NATO Science for Peace and Security (SPS) Programme Advanced Research Workshop (ARW), held from 1 to 3 October 2024 in Joensuu, Finland, and entitled Resilience as a Deterrence Strategy: Towards a Comprehensive Security Panorama. Finland’s decision to apply for NATO membership on 17 May 2022 was largely a consequence of growing concerns sparked by Russia’s increasingly assertive actions, and the workshop’s location underscored the reality that security challenges are not abstract concepts, but the lived experience of communities along Europe’s eastern borders. The workshop brought together over 130 international participants to focus on the human and societal dimensions of security and examine how resilience can serve as an effective deterrence strategy, and its interdisciplinary nature facilitated the generation of new insights and innovative approaches to contemporary security challenges. The chapters cover a broad spectrum of topics, from Russia’s shifting strategies and hybrid warfare tactics to the role of borders in building resilience, human aspects of security, and NATO’s collective identity in the post-invasion era. The diversity of perspectives, including academic research, policy analysis, and practical experience from border security professionals, provides a comprehensive view of the challenges and opportunities facing the international security community.
